suggests that reinforced flow-through air plugs shall be used.

The standard
LINK-PIPE
air plug comprises:

Plug
Core: The plug has a hollow aluminum/steel core allowing
relief of upstream surcharge.
Wheels,
or Cones: The plug is equipped at each end with wheels
(Fig. 2.1, Fig.2.2, Fig 2.3, Fig. 3) or Cones for 4"-6"
sleeves (Fig.3) allowing the Plug-Sleeve assembly to move through
the pipe (Fig. 4) without the sleeve coming into contact with
the host pipe wall and protruding sharp edges may damage the sleeve
gasket. for this purpose the Wheels or cones have been designed
to hold the sleeve, as it travel, close to center of the host
pipe.

Rubber
Jacket: The plug Core is surrounded by an air inflatable
rubber tube capable of withstand pressure adequate to lock
the repair sleeve in pipe.
Marker
Light (optional): The
Plug supplied by Link-Pipe, can be positioned with the aid of
an optional marker light for the purpose of increasing the accuracy
of the repair sleeve placement. The optional marker light is designed
to allow the repair sleeve placement to within a tolerance +/-
0.5" (12 mm) from the selected reference point at the repair
